The Two Primary Schemes

The system is divided based on your professional status in the Principality:

The General Scheme (CCSS & CAR): For salaried employees and “assimilated” directors (such as those of a SAM). It is funded by high employer contributions (averaging 35%) and employee deductions (averaging 13%).

The Self-Employed Scheme (CAMTI & CARTI): For Sole Traders, partners in a SARL, and Managing Partners. This is the scheme most relevant to entrepreneurs and independent professionals relocating to Monaco.

Social Security for Shareholders & Directors

If you are forming a company in Monaco, your social protection is determined by your legal role:

CAMTI (Healthcare & Maternity) The Caisse d’Assurance Maladie des Travailleurs Indépendants provides medical, accident, and maternity coverage. Unlike the employee scheme, which is percentage-based, CAMTI operates on a flat-rate quarterly contribution (currently €1,101.00 per quarter for the 2025-2026 exercise).

CARTI (Retirement) The Caisse Autonome de Retraite des Travailleurs Indépendants is the mandatory pension fund for non-salaried workers.

– The Point System: You acquire retirement rights by earning “points”.

– Contribution Classes: There are four classes of contributions. By default, new residents are often placed in Class 2 , but you have the flexibility to choose a higher class (up to Class 4) to accumulate more points and a higher future pension.

– Flexibility: Once per year (between October and November), you can request to change your contribution class to follow your financial planning.

Healthcare “Card Colors” and Reimbursements

Monaco’s system is famous for its “Card Colors” (Green, Pink, or Buff), which determine your reimbursement rate for medical expenses.

– Reimbursement: Most medical acts are reimbursed at 80% to 100% of the official Monegasque tariff.

– Family Coverage: Your coverage often extends to your spouse and dependent children living with you in Monaco or France, provided they are not covered by another mandatory scheme.

No. Affiliation with the Caisses Sociales is a legal requirement of your business permit or employment contract. Private “Top-Up” insurance (Mutuelle) is common and highly recommended, but it does not replace the mandatory state system.es.

To receive a Monegasque retirement pension, you generally need to have completed at least 10 years of work (or the equivalent in points) in the Principality. If you leave before this, you may be eligible for a reimbursement of certain contributions upon reaching retirement age.
